The purpose of the Metro Waterways Study is to provide a better understanding of existing problems and opportunities related to area waterways and to identify solutions to improve their function. The U.S. Army Corps of Engineers, in partnership with the cities of Eugene and Springfield, Eugene Water & Electric Board, and Lane County, with the Bureau of Land Management as a Cooperating Agency (2009), has been conducting a multi-year study in the Eugene-Springfield metropolitan area and surrounding rural lands. 
The first phase of the study has focused on the Amazon Creek watershed in the Eugene area and the Cedar Creek watershed in the Springfield area, based on local sponsor priorities. The two planning areas share the same overall watershed-based goals:
- Restore natural habitats along waterways, including main and side channel aquatic habitats, riparian, and wetland habitats

- Improve floodplain, riparian and aquatic ecological functions.

- Protect and improve water resources through reducing erosion, restoring channel complexity, increasing aquatic and riparian vegetation diversity.

- Maintain or improve flood capacity.
|
- Improve quality places for public use and community development by enhancing waterway corridors.

The work examined all practicable alternatives for meeting multi-objective enhancement for these areas and selected a recommended alternative based on a cost-effective approach for meeting goals and local sponsor priorities. The recommended alternative includes multiple projects and provides significant improvements in habitat enhancement, water resource protection, repair of degraded conditions, and multiple social benefits.
CURRENT STATUS: A Draft Feasibility Report with Integrated Programmatic Environmental Assessment is in review and will be posted on this web site in early 2010.

Summary of Previous Public Outreach Efforts
A total of three public workshops have been held in support of the study:
- The latest public outreach event was held on February 27, 2008 in Eugene with an Amazon Creek focus and February 28, 2008 in Springfield with a Cedar Creek focus. These workshops included a presentation on proposed waterway enhancements. A total of 85 participants attended these two workshops.

- The second outreach event was held on February 15, 2006 in Eugene with an Amazon Creek focus and February 16, 2006 in Springfield with a Cedar Creek focus. These workshops included a presentation on the key findings from the Without-project Conditions Report and developing guiding principles to be used for the development of the enhancement alternatives. A total of 65 participants attended these two workshops.

- The first public o utreach event was held on January 19, 2005 in Springfield and January 20, 2005 in Eugene and focused on introducing the public to the study and to the priority planning corridors as well as seeking feedback on the project scope, issues, and opportunities. The two workshops had a similar format that included a PowerPoint presentation and a question and answer period. Each workshop focused on a specific planning corridor (Cedar Creek and Amazon Creek). A total of 122 participants attended these two workshops.
